JUSTIFICATION: |

| The existing primary digesters
incurred structural damage after the last upgrade. Structural repairs to
these digesters will allow the methane gas system to operate as designed,
thereby minimizing the use of heating oil for plant boiler fuel and making possible
the use of excess methane for electrical co-generation or other alternative
energy uses. |
