DESCRIPTION:                  
The Navy initiated a study to investigate the feasibility of using Marlay-Taylor Water Reclamation Facility (MTWRF) effluent in their cooling towers and other industrial processes as well as for irrigation of the golf course. This has turned into a cooperative effort with NAS Patuxent River, MetCom and St. Mary's County.  It involves the ReUse of Marlay-Taylor effluent for industrial, agricultural and recreational uses both on and off the base.  Many industrial buildings on the base use potable water for their cooling towers and industrial testing processes.  It is estimated over 250,000 gallons per day could be saved if recycled effluent water was used.  The base leases over 350 acres for agricultural use.  Using effluent for crop irrigation would reduce the amount discharged into the Chesapeake Bay by 2-6 million gallons per year. The third use was to irrigate the golf course and the FARM site. On average 9-11 million gallons of fresh ground water is used to irrigate the golf course. This water is drawn from the same aquifer as the potable drinking water.   
The FARM site would irrigate the radar background to maintain a constant height and consistency. Growth in St. Mary’s County and surrounding areas has reduced the aquifers 1-2 feet per year. This project could save 10-12 million gallons from being with-drawn each year. It would also reduce the amount of effluent (and its nutrient loading) being sent out into the Chesapeake Bay by MTWRF.  The off-site base facilities include, recreational park irrigation, school athletic field irrigation, fire protection systems, and duel plumbed buildings.  One developer has come forward and is looking to use the ReUse water for the irrigation of the site and fire protection systems utilizing large ponds filled with ReUse water. At this time the exact routing, size and uses have not been determined. This should occur after the conclusion of the Facility Plan and part of the MTWRF upgrade and expansion.    
   
   
   
   
   
   
   
   
   
   
PLANNING JUSTIFICATION:  
The ground water supply in southern St. Mary's County is not unlimited.  With the increased usage, the aquifer levels have been dropping significantly.  Stricter regulations on effluent discharge are forcing us to look at alternative uses for highly treated waste water effluent as nutrient caps imposed by the Chesapeake Bay Nutrient Management Strategy cannot be met by treatment plant upgrades alone.  This project assists in both of these areas.  It will reduce the ground water withdrawal rate as well as reduce the nutrient loading on the Bay by extending the distribution of highly treated wastewater boundary of the Patuxent River Naval Air Station to the Lexington Park area and beyond.
