The Secretary of the Navy’s presented him the Distinguished Civilian Service Award in 1997. He graduated from University of Maryland with BSEE in 1965 and MSEE in 1974. He was employed as a defense contractor from 1997 to 2013.​ He has served as president of the Bay District VFD, United Way of St. Mary’s county and Southern and Maryland Navy Alliance. He was appointed by the governor and served on the Maryland Fire & Rescue Education Training Commission for ten years and is a plank holder (1988) for the Maryland Fire Service Professional Qualification Board. He served on the St Mary’s County Planning Commission from 1981 to 1995 and as chairperson for 1990 to 1995. He also served as the Chairperson and Vice Chairperson of the Emergency Services Committee representing all St. Mary’s County Fire, rescue and EMS personnel providing direct interface with St. Mary’s County Government. Keith and his wife Berenice live in Spring Valley, Lexington Park. His daughter Katie Nepini and son Keith, III live in St. Mary’s County and daughter Carrie lives in Montgomery County.
